  1. Spiral stairs do not work well with a frieze. If you already have a frieze in place, you simply cannot place a spiral staircase on the lower level. If you have not built the upper level yet and you place a spiral staircase, when you add the frieze, it will not place the frieze over a 4 x 4 area on top of, and surrounding the staircase. If you really want the spiral staircase below, the only option from here is to place a small set of standard stairs up to the next level.
